Enforcement is the City’s and the pound is contracted. Kingston’s Animal Control By-law 2021-166 gives administration and enforcement to Building and Enforcement Services and refers to "the Kingston Humane Society (or the applicable Pound services provider)". The society describes itself as a municipal pound provider enforcing the Ontario Pounds Act and municipal contracts.

Dogs and cats are not always the same answer. The City says it in six words: "We do not catch loose or stray cats." City Animal Control is a dogs-at-large service. A cat can still be impounded — the by-law sets a three-day cat redemption period against five days for a dog — but nobody will come and catch one for you.

Out of hours. Injured animals have their own reporting line, 613-541-3213. General by-law enforcement on 613-546-0000 is Monday to Friday, 8:30am–5:30pm.
