What to do here
This society describes itself as a municipal pound provider, enforcing the Ontario Pounds Act and municipal contracts for pound services, so a stray impounded in Kingston is held here. Kingston’s Animal Control By-law 2021-166 names “the Kingston Humane Society (or the applicable Pound services provider)”.
Enforcement is the City’s, not theirs. The by-law gives administration and enforcement to the City’s Building and Enforcement Services. To report a dog at large or any dog-related issue, call City Animal Control on 613-546-4291 ext. 3150; general by-law enforcement is 613-546-0000, Monday to Friday 8:30am–5:30pm.
Cats: the City states it in six words — “We do not catch loose or stray cats.” A cat can still be impounded, and the by-law sets a three-day cat redemption period against five days for a dog, but nobody will come and catch one for you.
Injured animals have their own line, 613-541-3213. Cruelty goes to Provincial Animal Welfare Services on 1-833-926-4625.

One organisation is never the whole search
A pet is found by whoever happens to be nearby, so the shelter, the city, the registry and the local search groups each hold a different piece. Work the list rather than one entry on it.
