The City’s own page states the Guelph Humane Society is under contract to enforce the Animal Control by-law and the Exotic Animals by-law, and the by-law itself assigns pound duties to a Pound Operator. So here the humane society is the first call.

Dogs and cats are not always the same answer. The published duties differ by species: for the City of Guelph the society does "pick-up and impoundment of dogs running at large", but only "assisting with stray or injured cats". Impoundment is a dog function; cats get assistance. Cat licensing exists and requires a current immunisation certificate.

Out of hours. Emergency services run 24 hours a day, seven days a week, 365 days a year — including animals in distress and dogs at large that pose an immediate risk to public safety.
