Enforcement is clearly municipal: Barrie’s Animal Control By-law gives Municipal Law Enforcement Officers the duty to impound dogs running at large and deliver them to the Pound, which is maintained by a "Poundkeeper" the by-law defines as whoever Council designates or appoints.

Dogs and cats are not always the same answer. The by-law treats them differently. Officers have a duty to impound a dog running at large, with a three-day redemption period. For a cat, a resident may capture and contain it for delivery to an officer, who "may" impound it — there is no duty to go and catch a cat, and live-trapping a cat is prohibited except for registered charities working with feral or stray cats.

NEEDS REVIEW: who currently operates Barrie’s pound is not stated on any City page we could reach — the City’s animal-services pages return errors and its site search returns nothing for animal control. Do not assume the nearby Ontario SPCA centre is the city pound; its own page asks finders to contact municipal animal control first.
