The Town runs its own animal services — care, education, enforcement and licensing. The Ontario SPCA Durham Region Animal Centre is also in Whitby but is a separate organisation; being in the same town is not the same as holding the contract.

Dogs and cats are not always the same answer. The Town’s published stray guidance names dogs only: "If you encounter a stray dog, please contact Animal Services during regular business hours." Cat and dog licences both exist and the centre takes lost-and-found reports for pets generally, but no stray-cat pickup path is published — treat cats as unconfirmed and ask.

Out of hours. Animal Services is business hours only — the centre is open Monday to Saturday, 8:30am–4:30pm, closed Sundays and statutory holidays. For an INJURED stray pet the Town directs residents to the Animal Emergency Clinic of Durham Region, open 24/7. That is the published out-of-hours route.
