London contracts animal care and control to the London Animal Care Centre — a private corporation that the City’s Public Pound By-law appoints as Poundkeeper. The Humane Society London & Middlesex is a separate charity.

Dogs and cats are not always the same answer. The Public Pound By-law puts it in one line: the Poundkeeper’s duty to impound covers "any animal (including dogs, excluding cats) running at large". Cats are handled through the City’s cat identification programme instead, so there is no at-large impound duty for a cat in London.
