What to do here
In Guelph the humane society really is the first call. The City’s own page states the Guelph Humane Society is under contract by the City of Guelph to enforce the Animal Control by-law and the Exotic Animals by-law, and the by-law itself assigns impound and licensing duties to a “Pound Operator”. The society also serves the Township of Centre Wellington and the Township of Guelph-Eramosa.
What it does in Guelph differs by species. For dogs: pick-up and impoundment of dogs running at large. For cats: assisting with stray or injured cats — assistance rather than an impound duty. It also collects sick, injured and orphaned wildlife and deceased animals from public property, and investigates dogs that have bitten or attacked.
Emergency services run 24 hours a day, seven days a week, 365 days a year, covering animals in distress and dogs at large that pose an immediate risk to public safety. Call 519-824-3091.
Barking and stoop-and-scoop are not theirs: those go to City By-law Compliance on 519-837-2529.

One organisation is never the whole search
A pet is found by whoever happens to be nearby, so the shelter, the city, the registry and the local search groups each hold a different piece. Work the list rather than one entry on it.
