What to do here
The District of West Vancouver’s own Animal Control and Licence Bylaw establishes this SPCA building at 1020 Marine Drive as the municipality’s Animal Control Facility and appoints the SPCA to operate it. So for West Vancouver this really is where an impounded animal is held.
The enforcement side stays with the district: report a bite, aggressive behaviour or a stray dog to West Vancouver Bylaw and Licensing Services on 604-925-7152. The district’s bylaw defines “at large” so as to exclude cats, so a loose cat is not a West Vancouver impound matter.
This same facility is also the City of North Vancouver’s contracted kennel: that city states its kenneling services are provided here and that impounded pets are sent here. City of North Vancouver animal control is on 604-982-8302, or 604-607-1651 after hours.

One organisation is never the whole search
A pet is found by whoever happens to be nearby, so the shelter, the city, the registry and the local search groups each hold a different piece. Work the list rather than one entry on it.
