What to do here
Richmond is the unusual case: the City of Richmond and the BC SPCA entered an agreement in 2021 covering both animal sheltering and animal control, so here the BC SPCA really is the service you call. The Richmond Animal Shelter on No. 5 Road is city-owned and BC SPCA-operated.
To report a lost, found, wandering or injured animal in Richmond, the city publishes 604-709-4668, staffed 7am–9pm daily including statutory holidays; after that, the RCMP non-emergency line is 604-278-1212. The shelter’s own number, 604-277-3100, is for the facility itself.
The BC SPCA also runs the BC Pet Registry, so check that your microchip record is current at the same time.

One organisation is never the whole search
A pet is found by whoever happens to be nearby, so the shelter, the city, the registry and the local search groups each hold a different piece. Work the list rather than one entry on it.
