RDCO Dog Control and dog pound
Dog control for Kelowna and the rest of the Central Okanagan is a regional service, not a city one. The Regional District of Central Okanagan runs it from the dog pound at 890 Weddell Place in Kelowna, and it is the only authority in the region with a published after-hours route.

Call Dog Control on 250-469-6284 if your dog is missing anywhere in the Central Okanagan — the Regional District provides the dog control service across the region, so this is the first call for a Kelowna dog rather than a local SPCA branch. Out of hours, leave a voicemail with your name, number, a description of the dog and where it went missing; the Regional District asks for exactly that and works the messages in order.
If you have found a stray dog, the same number takes the report, and there is an after-hours drop-off kennel at the pound: place the dog inside, close the outside lock and call the emergency number 604-815-6006 or 1-888-670-2417. The Regional District closes that kennel in extreme weather, so phone first on a very hot or very cold night.
This is a dog service. The Regional District's bylaw and facility cover dogs, and nothing on its page offers a cat impound — if you have lost a cat in Kelowna, ask the BC SPCA branch and the local rescues rather than assuming the pound is holding it. Impound fees rise sharply for an unlicensed or repeatedly impounded dog, and are set out in the Responsible Dog Ownership bylaw.
