What to do here

Call 311 to file a lost-pet report and have the licence tag number, microchip number, tattoos and distinguishing markings ready — staff check every animal they take in against the open reports. Then watch the municipality's found-pets listing, which it updates each time a pet is picked up or leaves the shelter.

The municipality states that a dog with no identification is held for three business days before being turned over to the SPCA Animal Redemption Centre, so a current licence tag is what buys you time. Releasing a pet means paying a $100 impounding fee plus $25 per day of boarding, any veterinary costs, and a licence fee if the dog was not registered.
