What to do here
This is the Ontario SPCA’s animal centre for Thunder Bay and the northwest. It is a charity, and it is not where a stray picked up by the City of Thunder Bay is taken.
The City states the route plainly. City of Thunder Bay Municipal Enforcement Services on 807-577-6536 (807-577-MLEO) picks up strays, with officers on duty seven days a week. Then the destination depends on the species: dogs go to the Municipal Pound/Kennel at 882 Alloy Place, held a minimum of three working days and claimable Monday to Friday 9:00am–4:00pm; cats go to the Thunder Bay and District Humane Society, 807-475-8803.
So if you have lost a cat in Thunder Bay, the Humane Society on Rosslyn Road is the call — not this centre and not the city pound.
Distances in the northwest are long. If you are outside Thunder Bay, ask this centre which communities it actually collects from and whether your municipality runs its own service, because the Ontario SPCA accepts strays from areas without municipal coverage. The provincial number is 1-833-926-4625.

One organisation is never the whole search
A pet is found by whoever happens to be nearby, so the shelter, the city, the registry and the local search groups each hold a different piece. Work the list rather than one entry on it.
