What to do here
This is the Ontario SPCA’s Durham Region animal centre, based in Whitby. It is a charity doing adoptions, surrenders and community support work — not a municipal animal control service for any Durham municipality.
Call your own municipality first. Oshawa, Whitby, Pickering and Clarington each run their own animal services and each keeps its own list:
Oshawa Animal Services 905-436-3311. Whitby Animal Services 905-655-4677, at 4680 Thickson Road North, open Monday to Saturday 8:30am–4:30pm. Pickering Animal Services 905-683-7575, shelter at 1688 Highway 7 in Brougham.
This centre’s own FAQ says the same thing: if you find a stray animal, please first contact the municipality’s animal control services, and it accepts strays from areas without municipal coverage when space allows. Durham has municipal coverage.
Call this centre too — it is worth covering both — and report cruelty or an animal in distress to Provincial Animal Welfare Services on 1-833-926-4625.

One organisation is never the whole search
A pet is found by whoever happens to be nearby, so the shelter, the city, the registry and the local search groups each hold a different piece. Work the list rather than one entry on it.
