What to do here
In Oakville this is the authority, not merely the nearest shelter. The Town’s own dogs-and-cats page states that animal control services, including the enforcement of the animal control by-law, are provided by the Humane Society of Oakville, Milton & Halton — on 905-845-1551.
The published service list is specific: Animal Control By-law enforcement and investigations, enforcement of the Dog Owners’ Liability Act, rescue of sick, injured and orphaned wildlife, capture of stray dogs and confined stray cats, rescue of injured domestic animals where the owner cannot be found, and pickup of deceased animals on town property and regional roadways.
Note the wording on cats. They are regulated — the Town states cats are not permitted to be at-large — but a loose cat is only captured once someone has confined it. Cats need no licence in Oakville; they must carry a tag or a microchip.
Other Halton municipalities run separate animal services, so if your pet went missing near a boundary check the neighbouring town as well.

One organisation is never the whole search
A pet is found by whoever happens to be nearby, so the shelter, the city, the registry and the local search groups each hold a different piece. Work the list rather than one entry on it.
