What to do here
The City of Windsor’s own “Who to Call and When” page splits the work in two, and it is worth following exactly.
Dogs. The City offers animal control 24 hours a day for dogs. A stray dog can be dropped off here or collected by an animal control officer, and is held here for its stray hold before being assessed for adoption. Call 519-966-5751.
Cats. There is no by-law against a cat roaming at large in Windsor, so healthy stray cats that do not appear lost or abandoned are not picked up. You may bring a found cat here at no charge, and the City contracts this society to collect sick or injured cats 24 hours a day in life-threatening situations. Rabbits follow the same rule.
By-law matters — dogs running at large, barking, too many animals, waste, prohibited animals — are the City’s, on 311 (519-255-2489 from outside Windsor). This society states plainly that it is not a government organisation and focuses on animal care and shelter services, not by-law enforcement. Cruelty and neglect go to Provincial Animal Welfare Services on 1-833-926-4625.
It is open daily 8am–6pm and covers Essex County as well as the city.

One organisation is never the whole search
A pet is found by whoever happens to be nearby, so the shelter, the city, the registry and the local search groups each hold a different piece. Work the list rather than one entry on it.
