What to do here
Oshawa runs its own animal services rather than contracting them out, so a stray found in the city is the City’s to deal with. Call 905-436-3311 and file a lost report with a description and a photo.
Dogs, cats and ferrets are all licensed by the City. A licensed pet that strays gets one free ride home a year, and a licence tag means anyone who finds your pet can call Animal Services and have it traced back to you — the single cheapest thing you can do before anything goes wrong.
Unowned cats go a different route: Oshawa runs a volunteer Trap, Neuter, Return and Manage programme for feral cats, monitored by Animal Services and Oshawa Municipal Law Enforcement, rather than routine impound. Whether an officer will attend a healthy loose cat is not stated on the City’s pages — ask when you call.
The Ontario SPCA Durham Region Animal Centre in Whitby is a separate organisation; its own page asks finders to contact municipal animal control first. Cover both.

One organisation is never the whole search
A pet is found by whoever happens to be nearby, so the shelter, the city, the registry and the local search groups each hold a different piece. Work the list rather than one entry on it.
